The White House has presented a draft European security concept as the Trump administration prepares for three-way peace talks with Ukraine and Russia. The proposal covers standing security consultations, crisis communication channels, greater military transparency and reciprocal measures intended to limit escalation risks.

Radio Svoboda reported the initiative on Saturday, November 7. Presidential envoy Jared Kushner said the framework would uphold the sovereignty and territorial integrity of every country while denying any state a veto over another nation’s alliances or security choices. NATO would retain its central role in Europe’s collective defense.

President Donald Trump predicted that a broad agreement could be approaching after meeting Russian presidential envoy Kirill Dmitriev at the White House on November 5. Analysts cited in the report were more cautious, pointing to unresolved territorial claims, Moscow’s stated reluctance to compromise and uncertainty over how meaningful guarantees for Kyiv could be enforced.

The November 10–11 gathering is expected to be the first US-Ukraine-Russia peace meeting of its kind since February. Experts anticipate incremental movement rather than a breakthrough, with postwar security, the participation of European partners and the cost of Ukrainian reconstruction among the major issues surrounding the discussions.
