Kyrgyzstan's Foreign Ministry sent a diplomatic note to Moscow requesting the prompt return of a citizen located at a Russian military unit. Radio Liberty (svoboda.org) reported the development on Friday, November 6.

The case concerns 21-year-old Elistan Toktogulov, according to the report. In a video released on November 3, his relatives and friends alleged that he had been forced to sign a contract with Russia's Defense Ministry and transferred to Voronezh for military training.

Toktogulov's elder brother said the young man had responded to an Instagram job offer promising a monthly salary of 105,000 to 110,000 rubles. After arriving in Moscow on October 28, he was allegedly deprived of his passport, taken from his hotel, assaulted and made to sign documents he could not understand because he did not speak Russian.

The Kyrgyz Embassy in Moscow has asked Russian authorities to investigate the circumstances, identify those responsible and hold them accountable. The diplomatic mission said it remained in regular contact with Toktogulov's family.
