Ukraine Tax Service, business ombudsman discuss shadow economy and mediation
Tax officials and the Business Ombudsman Council reviewed ways to improve dispute handling and engagement with taxpayers. The talks also focused on tackling abuse without increasing pressure on compliant companies.
Acting State Tax Service head Yurii Koniushenko met a Business Ombudsman Council delegation led by Anka Feldhusen to review tax administration concerns and future cooperation. The State Tax Service reported the meeting on Thursday, November 5.
Koniushenko said reliable budget revenue should come from systematic action against abuse and undeclared economic activity rather than heavier pressure on businesses that follow the rules. He identified stronger analytics, coordinated risk detection and equal treatment of taxpayers as central to that approach.
The discussion covered taxpayer complaints, court rulings, suspended tax invoices and other recurring practical issues. According to the agency, referrals received from the council on such matters decreased substantially over the course of the year, although no figures were provided.
Both sides also considered tax mediation as an additional route for resolving disputes before they reach court. They discussed maintaining joint expert groups and regular communication to develop balanced solutions for the authorities and business community.
