Ukraine Allows Excise Stamp Applications Throughout the Month
Businesses dealing in alcohol, tobacco and e-cigarette liquids have received more flexibility when ordering excise tax stamps. Previous monthly filing deadlines have been removed.
Ukrainian taxpayers involved in the production and circulation of alcoholic beverages, tobacco products and liquids used in electronic cigarettes may now file preliminary excise stamp applications at any point during the relevant month. Adjustments to submitted calculations can be made within the same period.
The State Tax Service of Ukraine reported the change on Wednesday, October 7. The government abolished the former deadlines requiring applications to be submitted by the 8th or the 18th of the month.
The revised procedure is set out in Cabinet of Ministers Resolution No. 1195, adopted on September 30, 2026. It updates the framework governing the production, storage and sale of excise stamps and the labeling of regulated goods.
