Ukraine adjusts excise stamp limits for tobacco suppliers
Companies combining domestic production with tobacco imports may calculate stamp allocations using their total average monthly sales for each product category.
Ukraine’s Finance Ministry has endorsed a revised approach to anti-stockpiling restrictions on the sale of tobacco excise stamps. The State Tax Service reported the decision on Wednesday, October 21.
Under the approach, businesses that both manufacture and import tobacco goods may obtain stamps based on their combined average monthly sales of locally made and imported products of the same type. Separate calculations apply to categories including cigarettes, heated tobacco products and tobacco.
The clarification followed Russian attacks on production and storage facilities operated by manufacturers and importers. Tax authorities said the change is intended to provide enough stamps for uninterrupted operations while supporting stable excise revenue amid a forced shift in the sources supplying Ukraine’s domestic market.
