Ukraine’s draft 2027 state budget sets revenue at UAH 5.65 trillion, up more than 93% from the comparable 2026 plan. Expenditure is projected at UAH 7.27 trillion, an increase of about 52%, while the fiscal gap is expected to narrow from UAH 1.90 trillion to UAH 1.67 trillion.

The proposal relies less heavily on transfers from the National Bank, cutting the planned contribution from UAH 146 billion to UAH 48.7 billion. However, the year-end public debt ceiling rises to UAH 12.31 trillion from UAH 10.48 trillion, adding pressure to future budgets. International treaty-related state guarantees would be capped at UAH 4.92 billion, down from UAH 22.06 billion.

The minimum monthly wage would increase to UAH 9,546 from UAH 8,647, with the hourly rate moving to UAH 57.5. The general subsistence minimum is proposed at UAH 3,559, while a separate UAH 4,000 benchmark would be introduced for calculating assistance to people disabled since childhood and children with disabilities.

The bill also creates earmarked revenue channels. Half of personal income tax linked to sellers using digital platforms would support weapons procurement and military pay, while 90% of rent from state-owned farmland would assist displaced or war-affected agricultural producers. New financing programs involving the Council of Europe Development Bank, the UK government and European institutions are envisaged for energy and infrastructure projects. Submitted to the Verkhovna Rada on September 15, 2026 and presented the following day, the draft remains under committee consideration.
