Ukraine’s Tax Service and IMF Focus on Digital Reform
Tax risk management, EU-compatible IT systems and efforts to reduce the shadow economy were central to talks between Ukraine’s tax authority and the IMF.
Ukraine’s acting State Tax Service chief Yurii Koniushenko met IMF Resident Representative in Ukraine Priscilla Toffano and the Fund’s team to review the tax authority’s reform agenda. The State Tax Service reported the discussions on Friday, October 23.
Koniushenko said the benchmarks and measures set out in the IMF memorandum had either been completed or were under active implementation. Current priorities include tax risk and debt management, auditing, VAT administration, performance management and organizational reform.
The talks also covered the digital transformation of tax administration and the integration of Ukrainian tax IT infrastructure with European Union systems. The agency is preparing for a TADAT assessment designed to provide a broad evaluation of tax administration performance.
Officials additionally examined pressures on budget revenue, including attacks affecting businesses and the implementation of legislative changes. The tax service identified economic de-shadowing as a potential source of additional revenue, while stressing that this work requires coordination with other state and law-enforcement bodies.
