Ukraine’s request for more European Union funding in 2026 has not been approved, with Brussels insisting that Kyiv first meet outstanding reform commitments. inPoland.net.pl reported the decision on Saturday, October 3, citing correspondence sent by European commissioners to parliament speaker Ruslan Stefanchuk.

The EU wants Ukraine to remove the VAT exemption for low-value parcels and introduce updated taxation rules for digital platforms. Although lawmakers passed the relevant bills, a contested amendment eased financial-monitoring requirements for politically exposed persons.

Commissioners Valdis Dombrovskis and Marta Kos said further disbursements would depend on Ukraine addressing the conditions attached to the financing. Stronger scrutiny of politically exposed persons had been included among the EU’s anti-corruption benchmarks.

Kyiv may be able to secure another €34 billion before the end of the year if the requirements are fulfilled. Ukraine has so far received €15.7 billion in 2026 from a broader €90 billion lending package intended to support the country through 2027.
