Can a soldier who went AWOL return from abroad?
The Ministry of Defense clarified the return process for Ukrainian service members who went AWOL while abroad. Under a simplified program available through September 20, soldiers can apply via the "Army+" app, choose a new unit from over 70 options, and return to service within 5 days. Read the key travel rules, legal consequences, and step-by-step guidance.
Travel Regulations and Legal Consequences Ukrainian service members are permitted to travel abroad during martial law for approved reasons such as medical treatment, training, or official duty. However, they are obligated to return to their unit on time. Being abroad does not exempt service members from criminal liability under Article 407 of the Criminal Code of Ukraine for Unauthorized Absence (AWOL). Legal assessment depends on duty status, mandatory return deadlines, and valid reasons for any delay.
Simplified Return Program until September 20 Service members who went AWOL (including abroad) on or before June 12, 2026, can take advantage of a simplified return process available until September 20 of this year. This program allows individuals to independently select a new military unit from a list of over 70 participating options within their branch.
Step-by-Step Return Process
Submit a Request: File an official report via the "Army+" mobile application.
Review Period: Processing takes up to 7 days for the Armed Forces (AFU) and State Special Transport Service (SSTS), or up to 4 days for the National Guard (NGU).
Status Update: Upon approval, the application status changes to "En Route" (У дорозі).
Physical Arrival: The service member must physically arrive at the selected unit within 5 days. The digital application only initiates the process and does not constitute remote reinstatement.
Border Crossing and Legal Considerations
Application approval does not grant explicit border crossing clearance nor instantly terminate ongoing criminal proceedings.
A valid passport is required for entry into Ukraine (contact a local embassy if a replacement is needed).
The "En Route" status in "Army+" serves as proof of voluntary return if stopped by police, Military Law Enforcement, or recruitment officers. For emergency assistance, contact the helpline at 1519.
Full financial allowances, rations, and equipment support are restored once the service member is officially re-enlisted in the unit's rosters.
